Well, they block the server, not the VPN, because the site can't tell if you're using a VPN. They can only see the IP from which the connection is coming and block it if that IP is a [known] VPN server if that is their policy.
Therefore, it is virtually impossible to list them all, because a site that blocks a VPN server from NordVPN may not be blocked on IPVanish's VPN server, and vice versa
Therefore, unless you/someone tests all major VPN services against all sites, you will never answer this question.
